SMITH Eugene Hamilton Smith, age 74, died March 13, at his home in Hamburg, Arkansas. Formerly of anceyville, Louisa Va. he was son of the late James Edward Smith, Sr. and Uree McDonald Smith. He is survived by his wife, Margaret Hill Smith of Hamburg, Arkansas; one brother, James Edward Smith, three sisters, Mrs.

Irene S. Carpenter, Miss Nellie Jean Smith all of Yanceyville, and Mrs. Uree S. Johnson of Silver Spring, Md. He was a graduate of the old Mineral High School, Mineral, Va.

He received his Bachelor of Science in Chemistry degree from the University of Virginia. He was a chemist in the making of paper at the Hummel Ross Fiber Corp. for 10 yrs. He moved to Crossett, Arkansas in October, 1939 was employed by Crossett Pulp and Paper Mill Co. and later became assistant technical director.

In later years that company was purchased by the Georgia Pacific Co. from which he retired in May, 1971 as Paper Operations technical director since 1953. While he resided in Virginia he was a member of the Yanceyville Christian Church, in Crossett he was a member of the Crossett Methodist Church, after moving to Hamburg in 1971 he was associated with the Hamburg Baptist Church. Funeral services were held March 14, at Jones Funeral Home, Hamburg, Arkansas with interment in the Hamburg Cemetery. SMITHERS Herbert Landrum Smithers, 4011 Collingbourne Road, died March 17, 1981.

Firemen, Police Fail In Petersburg Effort By James Ezzell Times-Dispatch. State Staff PETERSBURG Firefighting and police representatives went before City Council last night to register their dissatisfaction with a decision to change the workmen's compensation plan. The appeal to reverse that decision apparently fell on deaf ears as only Councilman John W. Slate indicated that if he were to vote on the policy change again, his vote would be different. The original vote was unanimous.

Capt. Glenn Dean of the Fire Department and Patrolman Donald L. Daivis of the Police Bureau urged council sider Dean the said March while 3 actionesents only a majority of the firefighters, many of the more than 800 city employees also are angered by the policy change. In Line With State Council, on the recommendation of City Manager Jack Bond, amended the workmen's compensation plan to bring it in line with the state plan. Under the old policy, employees who became ill or were injured on the job received 100 percent of their pay.

Now they would get two-thirds. Dean said his group is questioning the morality of the decision to change the policy. Dean Is Named At Virginia Times-Dispatch State Staff CHARLOTTESVILLE Dr. Merrill D. Peterson, a specialist on the age of Jefferson, has been appointed dean of the faculty of arts and sciences at the University of Virginia, effective July 1. Dr. Peterson will succeed Dr.

Edwin E. Floyd, dean since 1974, who announced in September his intention to return to research and teaching as Robert C. Taylor professor of mathematics at the end of the academic year. that council approved that a suitable resolution be prepared to honor the officer for his heroic deed and that it be presented to Redden at the April 1 council meeting. Council also adopted a resolution expressing concern over the child killings in Atlanta and urging the federal government to continue financing the investigation.

Council also spent nearly three hours in a public hearing on the annual Community Development Block Grant program. A residents advisory committee headed by Paul Walk Jr. recommended that nearly a dozen programs be financed $1.1 million allowed from the program's funds for the next fiscal year. Walk told council that the 19- member committee heard requests for about two dozen projects totaling nearly $4 million. "All of them had merit, but with $1.1 million to work with with, our task was difficult to reach priorities." Council will make a final decision on the financing at its April meeting.

Dale Robinson Takes Post SCOTT Times-Dispatch State Staff WILLIAMSBURG Dale Bruce Robinson, a compliance specialist with the state Office of Equal Employment Opportunity in Richmond, will become affirmative action coordinator at the College of William and Mary April 1. Robinson will replace Wesley C. Wilson, who resigned in December to form his own education consulting firm in Newport News. In his position at William and Mary, Robinson will counsel members of the college community on affirmative action issues and grievances and will consult with state and federal officials toobtain current information on affirmative action programs. MWC Faculty To Display Art Times-Dispatch State Staff FREDERICKSBURG Mary Washington College will hold its first faculty art show beginning tomorrow.
