The best way to describe it, is that,

"Accident" is the more serious version of "incident".

Accident is generally a tragedy, whereas incident is a more lax term.

An incident is like "a bad thing happened" where someone could have caused it. An accident is "a bad thing happened" but no one caused it.

e.g "there was an incident in the car with the boys, but other then that they were great."
"There has been a car accident on the way to work.

It depends on the context. Technically, "incident" has a neutral connotation. It merely signifies that something occurred, whether good, bad, funny, strange, etc. It may have been purposely caused by someone, or it may have happened by chance.

An accident, on the other hand, generally connotes something negative that was unintended and unplanned by anyone. It may range in seriousness from the trivial (eg. Accidentally spilling water on your lap) to the severe (eg. Fatal car accident).

"Incident" is usually used in formal contexts involving the interactions between conscious actors, because "accident" would not apply when the occurrence did not happen by random chance. So you would see CIA agents talking about an "international incident" rather than an "international accident." On the other hand, in contexts involving non-human causes, "accident" would connote much greater seriousness than "incident." For example, an airplane crash would be described as an "aviation accident," whereas the plane being unable to leave due to mechanical problems would be labelled an "incident."
